DSCR loans in Houston

Houston requires apartment communities with 3 or more units to register for habitability inspections, and registration is not required for single-family residences, according to the Houston Permitting Center.

Houston's local rules depend on property type: single-family residences do not register, while apartment communities of 3 or more units and short-term rentals have their own requirements. For the Texas rules that apply statewide, see DSCR loans in Texas.

Do Houston rentals have to be registered?

Houston requires apartment communities with 3 or more units to register for habitability inspection purposes, and registration lasts for the life of the ownership; single-family residences do not need to register.

  • When a registered 3+ unit property changes hands, the registration must be updated with the city.
  • Registered properties face a habitability inspection on a four-year cycle at $134.28 for the first 25 units plus $5.36 per unit thereafter, plus a $33.56 admin fee.

Exception: Check with the city for any newer apartment inspection rules before you buy a 3+ unit property.

According to the Houston Permitting Center, HPWCODE1103 and HPWCODE1104, as of October 2026.

Do Houston short-term rentals need registration?

Yes. Starting January 1, 2026, short-term rentals of under 30 consecutive days need an annual city certificate of registration at $275 per year, and owners must pay hotel occupancy taxes.

  • Operating, renting or advertising a short-term rental without registration is an offense, with fines of $100 to $500 per violation, each day a separate violation.

Exception: City Council approved the ordinance on April 16, 2025. Check the current requirements before listing a unit.

According to the Houston short-term rental ordinance (Ch. 28, Art. XXIII) and the city's April 17, 2025 announcement, as of October 2026.
